Three kinds of payment count toward the $5,000: withdrawals to your bank, payments to people or companies outside Payoneer, and purchases or ATM withdrawals with a Payoneer card. Money you load in yourself and payments from other Payoneer users don't count. Amounts in other currencies are converted to USD for the total.
One $5,000 bank withdrawal is enough on its own, so moving a large client payment out early covers the whole target.
